Convicted Sex Offender Subject to Safeguarding Measures

Thomas Palmer, born 20 August 1990, is a registered sex offender who was convicted in 2015 of raping a female over the age of 16.

As a result of that conviction, he is subject to the Sex Offenders Register and is managed under probation supervision and Multi-Agency Public Protection Arrangements (MAPPA). These arrangements are designed to monitor individuals who pose a risk and to protect the public through ongoing supervision and risk assessment.

Individuals entering into relationships are entitled to request information under Clare’s Law — formally known as the Domestic Violence Disclosure Scheme — which allows police to disclose relevant information about a partner’s history of violence or sexual offending where there is a safeguarding concern.

Anyone who has concerns about a partner’s past can contact their local police force to make a Clare’s Law application and request a disclosure for their own protection.
