Samuel Tobin – Essex

A man found with around 10,000 pictures and 444 videos on his phone, mostly showing women’s and girls’ feet, has been handed a suspended prison sentence after breaching an order designed to stop him taking such images.

Samuel Tobin, 31, of Westcliff, Essex, had already breached his sexual risk order twice.

The order banned him from taking pictures of people’s feet without their consent.

But he has breached it three times since — in 2023, 2025 and 2026.

Basildon Crown Court heard he breached it again despite being banned from photographing people’s feet without their consent.

Many of the images showed girls in school uniform. A USB stick contained folders labelled by types of footwear, as well as one labelled “schoolgirls”.

Prosecutor Hollie Davies said another 28 USB sticks were awaiting assessment..

One image, showing a woman sunbathing in the privacy of her back garden, was dealt with as voyeurism.

The other images formed part of the case concerning breaches of Tobin’s sexual risk order.

Police discovered the files during a spot check at his home in June.

He was found using his computer in his bedroom and grabbed his phone when an officer entered.

His phone gallery appeared empty, but officers found the pictures and videos in its deleted folder.

Tobin had previously been given community orders for his two earlier breaches.

Recorder Peter Clark sentenced Tobin to two years in prison, suspended for two years.

He must complete 120 hours of unpaid work, a “building better choices” course and up to 30 rehabilitation activity days.

A ten-year sexual harm prevention order was also imposed, and he will be on the sex offenders register for the same period
