Joseph Hoe – Hull man with multiple convictions flagged under Clare’s Law
A Hull man, Joseph Hoe, has been identified as a serial offender under Clare’s Law, with multiple convictions and a history of abusive and controlling behaviour towards women.
Hoe has reportedly been the subject of several disclosures under the Domestic Violence Disclosure Scheme (Clare’s Law), which allows police to reveal a person’s previous record of abuse or violence to potential partners who may be at risk.
Sources have described Hoe as a serial cheat and emotional abuser, with a pattern of manipulating and controlling behaviour in relationships. Several women are said to have come forward after learning of his past, warning others about his conduct and the emotional trauma he inflicted.
Despite repeated warnings and interventions, Hoe is believed to have continued to engage in deceitful and harmful patterns of behaviour, leaving a trail of victims suffering from the psychological impact of his actions.
Campaigners against domestic abuse have urged anyone in the Hull area who has concerns about a partner’s background to make use of Clare’s Law to ensure their safety and access support. The scheme, named after Clare Wood who was murdered by a violent ex-partner in 2009, enables police to share relevant information to help prevent further abuse.
Authorities continue to remind the public that emotional abuse and coercive control are criminal offences and that support is available for anyone affected.
