Man Cautioned for Image-Based Offence and Accused of Blackmail and Coercive Control

A man (Danny Haggar) from Beacon Heath, Exeter, with links to Torquay, Plymouth, and Exmouth, has been the subject of multiple allegations involving domestic abuse, coercive control, and blackmail.

According to official correspondence from Devon and Cornwall Police, the man received a formal police caution for disclosing a private sexual photograph or film without consent, contrary to Section 33(1) and (9) of the Criminal Justice and Courts Act 2015. This followed an investigation into claims that he shared an explicit video of a former male partner with the intent to cause distress.

The police investigation, led by specialist officers trained in handling image-based sexual offences, also reviewed evidence of blackmail. It was alleged that the man demanded £2,000 from his ex-partner, threatening to circulate an intimate video to the victim’s family, friends, and employer if payment was not made.

Further reports described a pattern of controlling and abusive behaviour during the relationship. The suspect allegedly monitored his partner’s communications, restricted social contact, and controlled access to finances. The abuse reportedly escalated to physical violence, with one assault leaving the victim with visible injuries, including a black eye.

Investigators later advised both parties to have no further contact, warning that continued communication could result in harassment claims. Police confirmed the case had been concluded following the caution but noted that civil proceedings remained an option for unresolved financial matters.

The offences are said to have occurred in Torquay in 2020, though the full extent of the allegations only came to light recently. Authorities have since reiterated the importance of reporting coercive and controlling behaviour, as well as the growing issue of image-based abuse, sometimes referred to as “revenge porn.”
