CONVICTED | Chelsey Haw, 29, from Park End, Middlesbrough TS3 – kept a starving dog in a cluttered, filthy garden.
On July 30, 2025, backyard breeder Haw was convicted in her absence of failing to ensure the needs of a Malinois-type dog named Star. The dog had been left in an emaciated state – without an adequate diet, suitable environment or necessary veterinary treatment.
Haw was first visited by the RSPCA at her previous address in Melsonby Avenue, Middlesbrough on July 13, 2024. Although there was no answer at the door, the RSPCA officer could see. Star in the garden. In a statement the officer described the dog as “very thin, her ribs and hips were sticking out. I didn’t notice any food or water.”
Animal Rescue Officer Ruth Thomas-Coxon attended with Cleveland Police the next day where they found Star loose in the garden with no clean water and heavily soiled bedding.
Pieces of fur with skin attached were found near one of two outdoor kennels.
The dog appeared nervous, aggressive and extremely underweight.
She was seized by police under animal welfare legislation and placed into the care of the RSPCA.
Veterinary examination showed that she weighed just 22kg against a healthy weight for a dog of her breed of around 30kg. She was given a body condition score of just one out of nine. It was confirmed that she had been neglected for a significant period.
In a statement to the court the investigating RSPCA Inspector said that photographs and video footage taken at the scene showed a filthy yard, faeces scattered on the ground and no evidence of adequate provision for the dog’s welfare.
Despite repeated attempts by the RSPCA to arrange interviews with Haw, she failed to attend on multiple occasions.
Following the sentencing, an RSPCA Inspector said: “When we found Star she was in an appalling state, living in squalid conditions and without the most basic care.
“She was severely underweight – this could have been avoided if her needs had been met. Pet ownership is a responsibility, not an option, and we urge anyone struggling to seek help before it’s too late.”
Star has since made a good recovery in RSPCA care and will be rehomed to a loving new family.
