Man Convicted of Coercive Control, Suffocation and Sexual Assault Released on Licence

A North Wales man previously jailed for a series of violent and controlling offences is now living in the community under strict licence conditions.

Brandon Lee Bellham, who was sentenced at Caernarfon Crown Court on 25 January 2023, received a six year four month prison term after pleading guilty to:

• Controlling and coercive behaviour
• Suffocation
• Actual bodily harm (ABH)
• Sexual assault
• Sending communications with intent to cause distress or anxiety

According to the sentencing report, Bellham received a standard determinate sentence, meaning he became eligible for automatic release at the halfway point. that he has now been released on licence and is supervised by the Probation Service.

Licence Conditions and Restrictions

Documents show that Bellham is subject to more than 20 licence conditions, including:
• No contact with the victim or her family
• Exclusion zones covering Penmaenmawr, Llanfairfechan and Llandudno
• GPS monitoring
• Alcohol and drug testing
• Restrictions on communication devices
• Mandatory disclosure of personal relationships
• Reporting of any vehicles he uses

These conditions remain in force until 4 November 2028.

The seriousness of the offending, describing sustained coercive control, physical assaults including strangulation and suffocation, and a sexual offence for which Bellham was convicted.

The abuse took place over a prolonged period. There are reported episodes of being strangled and suffocated until losing consciousness, assaults committed in front of children, and ongoing psychological harm. The victim feared Bellham would kill her and believes other women may be at risk.

The victim later relocated for safety, supported by domestic abuse services.

The most recent confirmation from the Probation Service states Bellham is currently residing in Conwy County, close to where the victim continues to live, though under strict exclusion and monitoring conditions. Any breach may result in his immediate recall to custody.

Members of the public who have concerns about a partner’s past behaviour can request information under Clare’s Law (the Domestic Violence Disclosure Scheme).
This allows police to disclose relevant information where it may help protect someone from the risk of domestic abuse.
