A 29-year-old woman, Kelsey McLaughlin of Drumard Park in Derry, has been charged with non-fatal strangulation and child cruelty towards her two-year-old daughter. 

Court proceedings at Derry Magistrate’s Court revealed that CCTV footage allegedly shows her lifting the toddler by the neck, “dangling” her, then squeezing her neck.  She is also accused of shouting threats (“get f—–g home before I harm these wains”) while in a distressed state. 

The footage allegedly captured her shouting at her four-year-old child too, and her partner, who had installed a camera in the kitchen, reported concerns that McLaughlin was agitated and aggressive. 

After her arrest, McLaughlin said she had little memory of the incident, citing mental health struggles and claiming she was overwhelmed and unsupported.  She additionally made claims that her partner had been abusive and controlling. 

Bail was opposed on the grounds that there was a risk to her children, especially given community “tensions” after the incident.  However, she was granted bail under the condition that she has no contact with the children unless social services are involved. 

The children are currently being cared for by relatives.  McLaughlin, who is reportedly eight weeks pregnant, has no previous convictions, according to her defence.  She is due to return to court on 17 November.
