Billy Dean Ratcliffe – formerly of Blackpool, now spending significant time in Southport

He has previously avoided prison for assaults despite convictions, raising concerns about his continued risk to women.

He is currently residing in Southport and has been linked to a new partner. His history and risk factors are recorded under Clare’s Law, reflecting the legal system’s recognition of the danger he poses to others.
